DOD Systems Analysis Office cost-effectiveness proposal submit­ted to Secretary of Defense Clark M. Clifford called for elimina­tion from budget of new nuclear submarines requested by Adm. Hyman Rickover, reduction in funds already approved for purchase of antisubmarine weapons, and retirement of more than 20 diesel-powered submarines, said George C. Wilson in Washington Post. Proposal, ac­cording to sources, was to postpone high-speed submarine and cancel development of "quiet" one. Its severity "illustrates the money pinch the Pentagon finds itself in as it tries to cut billions from its fiscal 1969 budget as well as the new budget." (W Post, 10/22/68, A10)
