Yes, but it probably couldn't carry as many crewmembers or as large a payload. Designing a shuttle is similar to designing a truck: you can design a pickup-size truck, or a dump truck, or a huge semi-tractor trailer truck. It just depends on what you want to do with it after it is finished.
