Technical Evaluation Group of the RDB, Guided Missiles Committee, after reviewing Navy CEFSR and USAF Project Rand satellite proposals, stated that "neither the Navy nor the USAF has as yet established either a military or a scientific utility commensurate with the presently expected cost of a satellite vehicle. However, the question of utility deserves further study and examination."
