The first report of the Secretary of Defense, James Forrestal, reported that the United States had been engaged in research on an earth satellite. The Report of the Executive Secretary of the Research and Development Board, contained as an appendix, stated : "The Earth Satellite Vehicle Program, which was being carried out independently by each military service, was assigned to the Committee on Guided Missiles for coordination."
