President Eisenhower, in answering the December 10, 1957, letter of Soviet Premier Nikolai A. Bulganin regarding a summit conference and disarmament, proposed that the Soviet Union and the United States "agree that outer space should be used only for peaceful purposes." This proposal was compared with the 1946 offer of the United States to cease production of nuclear weapons and dedicate atomic energy to peaceful uses, an-offer which was not accepted by the Soviet Union.
