On this date, China put its fifth relay satellite into space on a Long March 3 rocket sent up from the Xichang center in western China and announced that it was ready to launch foreign satellites. China had scheduled launches for Hong Kong and Australian companies who wanted to send up three American-built satellites beginning in April of 1990.
