NASA scientist David R. Proctor, a defendant in the NASA sting operation, wrote a letter to Attorney General Janet Reno on October 8, giving details of his 1993 encounter with FBI agents and his nine weeks as their informant. Proctor claimed he had been accused of crimes he did not commit and asked that his indictment be halted while Reno examined his complaint. (H Post, Oct 28/94)

NASA announced the creation of an Office of Policy and Plans at NASA Headquarters, with Alan Ladwig as Associate Administrator. Previously, Ladwig had been a senior space policy analyst in private industry. (NASA Release 94-181)
