04. Who chooses and decides what each trip's mission objectives will be? (A K2S Question)

The sponsor of the trip decides the mission objectives. That might be a government agency or department, but if the trip is privately sponsored that would be a company or business. In all cases, someone in charge of trip safety will make the final decision about the trip's missions.
