Formed unofficially in 1936 the BIS Technical committee would spend their small budget and available time on building a handful of mechanical devices which would be useful in a spacecraft, including a Coeleostat, an Altimeter, a battery and a Speedometer. Most of the work was conducted in 1937 and 1938. However, their most notable achievement would be their design for a manned lunar spacecraft and launch system. This system would be unveiled in the January 1939 issue of JBIS. The committee comprised of the following individuals:
