The government of Spain delivered a note to the U.S. embassy in Madrid agreeing to use of the naval base at Rota as a contingency landing site for the Shuttle. This completed action on contingency landing-site negotiations, as NASA had already reached agreement with Japan. (NASA Dly Actv Rept, Jan 28/81)
