[edit] Abstract

The 1993 proposal for the Zerkalo geostationary communications satellite has developed into a system of twin, coplaner satellites, with a 12-hour phase difference, in an eccentric, 24-hour orbit. A 63° inclination "tundra" orbit would provide continuous personal and mobile communications to polar regions through a 15 m diameter antenna.
