After World War II the United Nations (UN) was created to prevent conflict and to provide a forum for global diplomacy. One of the first responsibilities ceded to the UN was for Outer Space. The UN formed the Committee for the Peaceful Uses of Outer Space (COPUOS), with a secretariat known as the Office of Outer Space Affairs and with a legal arm known as the Legal Sub-Committee. http://www.oosa.unvienna.org/COPUOS/copuos.html (See CDROM)
