Beginning in 1957 the Legal Sub-Committee began to draft a new international space treaty that could provide guidance on space law to the nations of the world. The first of these treaties is called the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, also known as the Outer Space Treaty. Ratified in 1967, it directly deals with the issue of sovereignty. http://www.oosa.unvienna.org/SpaceLaw/outerspt.html (See CDROM) Article II of the Outer Space Treaty is very clear with regard to sovereignty: "Outer space, including the Moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means."
