Yes, it is very steady in orbit. Periodically, however, it must propel itself back up to the preferred operating altitude that gradually decreases because of the influence of the small amount of atmospheric gas in the 250-mile and immediately lower altitude region. And this adjustment is accompanied by some small random physical movements.
