Technically Outer Space belongs to all humanity and not to just one country. All legal authority over space was delegated to the United Nations (UN) when it was formed after World War II. Technically the UN has the authority to govern space, but not to rule it. The UN governs space through consent from the spacefaring nations of the world by two means: through the international space treaties; and through a UN organization called the International Telecommunications Union (ITU) that grants authority to nations to use certain radio frequencies to operate satellites, space shuttles, and space stations from space.
