While not specifically a current goal of any space agency, it is likely that the technological advancement necessary for scientific trips to Mars will eventually lead to permanent settlements. Similar to the people who settled America or Australia in the past, there will someday be pioneers who travel to Mars on a one-way flight. In time, there may be humans on Mars who have never been to Earth.
