First, NASA has made safety the highest priority in space flight. Next, this emphasis is promoted, accepted, and thoroughly ingrained in all space-oriented activities of the personnel involved in the space program. Next, verification to assure compliance with all requirements and designs is planned from the very start of the program and is continued throughout flight operations. (Verification accounts for probably 21 to 25 percent of the total budget). Finally, the astronauts and the flight operations support personnel are thoroughly trained not only to operate the spacecraft normally but also to cope with emergencies.
