International Institute for Strategic Studies in London released Reconnaissance, Surveillance and Arms Control. Study found that verification by observation satellites and electronic reconnaissance systems of adherence to terms of Strategic Arms Limitation agreements had greatly reduced possibility of one nation's cheating on another. "Therefore the risk of the Soviet Union achieving a strategic advantage as a result of a . . . treaty is a very low one." (UPI, NY News, 8/11/72, 6)

NASA launched two Aerobee 170 sounding rockets from White Sands Missile Range, N. Mex. First carried Massachusetts Institute of Technology astronomy and soft x-ray experiment. Rocket performed satisfactorily, but scientific objectives were not met. Second rocket carried Univ. of Wisconsin astronomy experiment. Rocket and instrumentation performed satisfactorily. (SR list)

President Nixon sent Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxin Weapons, and on Their Destruction [see April 10] to Senate for advice and consent to ratification. He said: "I believe this Convention will enhance the security of the United States and the world community. It will help ensure that scientific achievements in ... biology will be devoted not to destruction but to the service of mankind. It represents a significant advance in . . . arms control and disarmament. (PD, 8/14/72,1220-1)

President Nixon signed H.R. 14108, $696.9-million National Science Foundation authorization act for 1973. Act became Public Law 92- 372. (PD, 8/14/72, 1225)
