President endorsed USNC-IGY earth satellite proposal and the White House announced that "The President has approved plans by this country for going ahead with the launching of small, unmanned, earth-circling satellites as part of the U.S. participation in the International Geophysical Year which takes place between July 1957 and December 195S." Scientific responsibility was assumed by the National Academy of Sciences, fiscal responsibility by the National Science Foundation, and responsibility for logistic and technical support by the Department of Defense.
