Responding to inquiry by the chairman of the House Science and Astronautics Committee, President Kennedy stated in a letter: "It is not now nor has it ever been my intention to subordinate the activities of [NASA] to those of the Department of Defense there are legitimate missions in space for which the military services should assume responsibility [and there are] major missions, such as the scientific unmanned and manned exploration of space and the application of space technology to the conduct of peaceful activities, which should be carried forward by the civilian space agency." The first World Meteorological Day was observed by 50 nations under sponsorship of the World Meteorological Organization.
