House Science and Astronautics Committee’s Space Science and Applications Subcommittee recommended cancellation of NASA’s proposed 1967 Venus mission and proposed that $42 million of otherwise programmed money be used in the Voyager program to speed exploration of Mars-crash landing a probe on that planet in 1969. Subcommittee action would go to full Science and Astronautics committee in form of report on FY 1967 budget authorization for NASA’s OSSA. Such reprogramming action was new in space effort. Subcommittee Chairman Joseph E. Karth (D-Minn.) said: “Congress is for the first time asserting its prerogatives, using its judgement, setting priorities of its own.” ‘‘(Wash. Eve. President Johnson, in World Meteorological Day statement, said: “This day symbolizes for us -and for all mankind -a new dawn of hope for a better, safer, and more meaningful life. It looks to the time when all our science and technology, and all the wonders of the space age, will give us the power of which man has always dreamed-not the power of one nation over another, but the power of the human race over the forces of nature. “The instrument of this program is the World Meteorological Organization-a specialized agency of the United Nations with a. membership of 127 countries. Through the World Meteorological Organization, the concept of a World Weather Watch is now taking shape. NASA Nike-Tomahawk sounding rocket launched from Churchill Research Range carried instrumented payload to estimated 180-mi. (290-km.) altitude. GSFC experiment measured magnetic and electric fields and low-energy electrons and protons in a visible aurora. Rocket aspect measurement and evaluation of a xenon flashing light for trajectory determination were secondary objectives. ‘‘(NASA Rpt. SRL)’’

Lowell T. Wingert, AT&T vice president, wrote a letter to ComSatCorp urging discussions on development of a large-capacity communications satellite for “long haul domestic communications of all types,” to be owned and operated by ComSatCorp with “equitable access to domestic common carriers” in return for “bearing their share of ComSatCorp’s charges.” He called for ComSatCorp and other interested communications users “to undertake a joint study promptly with the hope of placing this newest type of communications facility into early domestic use.” ‘‘(NYT, 3/25/66, 48; AT&T Release)’’
