USAF satellite launched from ETR Nov. 6 "did, not achieve the desired orbit and for all accounts and purposes is of no practical use," Aerospace Daily reported. "Reliable sources said the Transtage. . did not achieve the second burn which would circularize the transfer ellipse at synchronous altitude-21,000 miles [33 800 km]. . where it would trace a figure eight pattern over a specific portion of the earth. Instead. . .the spacecraft is in a highly elliptical orbit" in which ground stations "could do little more than check out a few on-board housekeeping systems." (Hero Daily, 11/23/70)

NSF released figures on slackening growth rate of R&D activities in independent nonprofit institutions during 1966-1969. Intramural R&D expenditures totaled $845 million in 1969, increase of 6% per year over 1966 figure; annual rate of increase during 1953-1966 had been 16.3%. Major factor accounting for R&D growth during 1953-1966 and slackening of growth since 1966 was Federal R&D financing. (NSF Highlights, 11/23/70, 1)
