Report of the President's Commission on National Coals was released, which stated that the United States "should be highly selective in our space objectives and unexcelled in their pursuit. Prestige arises from sound accomplishment, not from the merely spectacular, and we must not be driven by nationalistic competition into programs so extravagant as to ,divert' funds and talents from programs of equal or greater importance . . . ."
