National Academy of Sciences' IGY Committee established Technical Panel for the Earth Satellite Program, with Richard W. Porter as Chairman, to plan the scientific aspects of the program, including the selection of experiments, the establishment of optical tracking stations, and the handling of international and interdisciplinary relations.
