X-15 (No. 1) on its first flight with new XLR-99 engine was flown to 2,735 miles per hour by Comdr. Forrest S. Petersen, U.S. Navy, at Edwards Air Force Base.

In regular press conference, President Kennedy stated that "we are spending as much money and devoting as large a percentage of scientific personnel, engineering, and all the rest, as we possibly can to the space program. We are constantly concerned with speeding it up. We are making what I consider to be a maximum effort." In passing NASA fiscal year 1962 appropriations, Congress cut $226,686,000 requested for salaries and expenses to $206,750,000.
