ESA announced that its council had unanimously authorized Roy Gibson, director general, to sign an agreement with Canada on Canadian participation in ESA's basic activities. Canada would participate in meetings of ESA's delegate bodies, and would have two delegates on the Council who could vote on questions relating to activities covered by the agreement. Canada's financial contribution supporting its participation in general studies of future projects would be 1% of the net fixed common costs of ESA's general budget. The agreement, a step toward closer relations between Canada and ESA, confirmed the Canadian government's intention to expand collaboration in European space activities and to establish permanent institutional relations with ESA. Cooperation between Canada and ESA had begun in 1972, when ESA agreed to provide systems for Canada's experimental comsat CTS.

A March 1977 agreement defined the terms of cooperation in remote sensing. (ESA Release Dec 7/78)
