The Senate passed H.R. 8674, the Metric Conversion Act of 1975, after substituting the provisions of its own bill S. 100. The legislation would establish a 17-member United States Metric Board, appointed by the President, to carry out a program of planning and public education to implement the adoption of the metric system on a voluntary basis. Board members would serve staggered terms of up to 6 yr, and would report to the President annually on the conversion process with recommendations on necessary legislation or executive action.
