American Institute of Aeronautics and Astronautics released International R&D Trends and Policies: An Analysis of Implications for the U.S.: "U.S. leadership in technology and in world trade is being challenged and the nation could lose its top ranking in both areas during the seventies" because of "diminishing" Federal support of research and development when "other nations are accelerating efforts toward specific scientific and technological goals." U.S.S.R. was challenger in defense and space technology. "In world trade, the U.S. is being challenged by the nations of Western Europe and Japan, who are conducting strong programs, particularly in certain research-intensive industries such as aerospace and electronics." Report recommended that U.S. adopt "explicit technological strategy with policies which define national R&D goals and provide levels of support adequate for their attainment." (Text)
